Our Founder, Board of Trustees and Key Staff

James Marhold, D.BA – Founder, President/CEO
James R. Marhold has over 25 years of experience in providing community based programs for individuals with developmental disabilities and mental illness. During this time, he provided community based services to over 500 individuals and their families and has trained over 1000 human services workers throughout New Jersey. He has been a keynote speaker in the area of disability services at numerous statewide conferences. In 2002, he received an award from the Supportive Housing Association of New Jersey and the Corporation for Supportive Housing for his work in creating new strategies to promote and develop supportive living programs. Dr. Marhold achieved a Master’s Degree in Non-Profit/Governmental Administration, an MBA, and currently holds a Doctorate in Business Administration.
Jay Boxwell, PHR -Board Vice President
Jay Boxwell is a graduate of the University of Medicine and Dentistry of New Jersey with a degree in Psychiatric Rehabilitation and Treatment. Mr. Boxwell became a certified instructor of Psychiatric Rehabilitation Principles after receiving his certification from the University of Chicago – Center for Psychiatric Rehabilitation. He also attended and received a certificate from the Rutgers University School of Alcohol and Drug Studies. Mr. Boxwell has managed a variety of Residential Health Care Facilities and has developed new supported housing programs throughout New Jersey. He has been, and continues to be, a strong advocate for individuals with disabilities. Currently, Mr. Boxwell is a Human Resources Generalist with Paychex.
Andrew R. Cooper – Board Member
Andrew (Randy) Cooper is a graduate of State University of New York with a B.S. in Economics and a M.B.A. in Marketing (Binghamton University). He has held various positions in the healthcare business for over thirty years including leadership positions in sales, marketing, and business development. Mr. Cooper is currently Director, Enterprise Solutions for CareFusion, a multi-national healthcare company focused on improving safety and outcomes while driving down the cost of healthcare. An avid follower of issues facing healthcare today, Mr. Cooper continues to study and remains interested in access to healthcare services for all members of our society especially those struggling to afford the community services they require.
Michael DeVito -Board Member
Michael DeVito has 25 years of experience in Non-Profit association management. Currently, he serves as the Chief Operating Officer for the Utility & Transportation Contractors Association of NJ with a focus on labor negotiations, publications, fundraising, event planning and administrative duties. Mike has volunteered for several programs for people with developmental disabilities in the past 30 years and has a younger brother who resides in a group home. He has a Bachelor of Science degree in both Marketing and Management from Montclair State University.
Christine Paccillo, PHR -Board Member
Christine Paccillo is a SHRM certified PHR who works as the Human Resources Assistant for a biotechnology company located in North Brunswick, NJ. She plays a pivotal role in the day to day operations of the Company including the writing and implementation of Company policy. She also currently serves on the Board of Trustees for Phoenix Productions in Red Bank, where she is also the Human Resources Director and heads the Human Resources Committee.
Jeryl Rempell, Ph.D. -Board Secretary
A graduate of Columbia University, Dr. Rempell has been in private practice for over 30 years. She is certified as a family therapist who provides individual, marital and family therapy for both adults and children. She is experienced in providing counseling to individuals with developmental disabilities. Dr. Rempell is a Clinical Supervisor for doctoral candidates from Rutgers Graduate School of Applied and Professional Psychology. She is also a consultant for both the St. Barnabas Medical Center’s Domestic Violence Prevention Program and the New Jersey Battered Women’s Shelter.
Raymond Velcko – Board Treasurer
Mr. Velcko has worked in the real estate and property management and maintenance field for over 30 years. He is President of his own residential property management and maintenance firm, Phoenix Building Services, LLC. He holds a Real Property Administrator designation from Building Owners and Managers Institute International and a Certified Manager of Community Associations from The National Board of Certification for Community Association Managers.
Wendy Cinquanta, MHS – Vice President & Chief Operating Officer
Wendy Cinquanta was hired by James Marhold to spearhead Declarations, Inc.’s initial supportive housing project. Since that time, Ms. Cinquanta has been instrumental in Declarations’ growth and development, from that first contract to its current four-program structure.  Wendy oversees operations across programs and chairs Declarations’ QA Committees. She is CASE Approach certified and is a strong advocate for survivors of abuse and trauma. In addition to twenty-five years of leadership experience with non-profit organizations, including thirteen years with behavioral health agencies, Ms. Cinquanta has extensive experience in the field of leadership assessment and development.
